Can someone who is not following me on Twitter see what I write about them?

If I am following--say a celebrity--on Twitter and I "tag" them or whatever it is called in a post, will they be able to see it?

If your tweet includes the @ sign followed by their name, then yes, it will show up in their @ mentions. For example, if you were following @twitter and your tweet said "I love @twitter they are so funny." Then @twitter would see what you wrote. But, if your tweet said "I love twitter they are so funny." They would not see it because the @ symbol was not in front of their name. The only other way they would see it is if one of their followers RT what you wrote.
