i can create page event but i cant send it to the fans ..

Post it on your Fan Page. If there already a fan they can see what you posted. There is an even tab on your fan page, you make the announcement there.

Dear, you do not have to send it one by one. Just share it on your wall. Your friends can get the info from their new feed.
