How do you create a picture slideshow?

I might sound a little ignorant, but I've never had to make a picture slideshow before and now I need to learn how. My neighbor has enlisted me to create one for her husband's surprise birthday party and I just want to be able to make it the best I can. I'm assuming I make it in PowerPoint, but can I add music to PowerPoint slides? If not, what program would you suggest I use to create a picture slideshow that I can add music to? Also, I need to burn it to a DVD. So a program that can do all those things. Also, if you know how to loop it or have any other tips that would be greatly appreciated. Thanks so much in advance for everyone's help.

use windows movie maker, with that you can have title along with credits, staring, just like on tv, add pictures then music, at end you can add more credits, ect. then it will ask you to save to disk, clic yes, burn to cd, you can also upload it to http://www.vimeo.com they will encode it, and you can download it form there and burn to dvd. or copy code to website, ect. fb, twitter, ect..all free.
