How can I make it compulsory for people to "like" my fan page before "like"ing a photo in competition?

I'm running a competition to direct traffic to my fan page on facebook. But people just like the photo and not the fan page (defeats the purpose of the competition). Is there a setting on FB that can help to make it compulsory for people to "like" my fan page before "like"ing a photo in competition.

1. Create a professional Fan page with additional tabs/tab.
2. On the additional tab , upload your competition info & more important : The prize.
3. Create Fan "Gate" so that they can only enter the competition after pressing "Like".
4. After "Like" , offer access.
5. Go to Settings & change the landing tab setting to the page on which you have this competition info.
6. Create a foto strip on top where you can display the contest info.
