What does > mean on Twitter?

People always write their tweet out and use the > after it lately. Usually it's a good tweet and I've even seen < when it's a bad one. But I still don't really know what it means.

For example when a tweet says: "Washing my dog < " or "Washing my dog <<<<< " it means anything can be greater than washing their dog. (They don't like washing their dog)

If they put "Going to the movies with my boyfriend >>>> ", that means they like going to the movies with their boyfriend.

If its (statement) > that means they like what they wrote and if its (statement) < that means they don't like what they are doing or what is happening (what they wrote).
