okayy... can you direct message somebody or even TALK to somebody if there not following you.. or do they have to be following you.. its REALLY bugging me..
bcuz for intstince ashley tisdale just put up a tweet saying reading messages and DM's and maybe you can send the ppl YOUR following and there not following you something...

You cant direct message ppl who are not following you. Sorry..but you can reply them and ask them to follow you. Ashley Tisdale....wooow, we havent heard from her in a while she prob. also has some issues with twitter as well
