Who sets up the pages that people can become fans of on facebook?

I know that veryone creates groups but who creates the pages people become fans of is it only the official people or do users create them as well.

By official people I mean the people who originally created the thing people can become fans of.

Typically, famous people will not create their own pages. It will be fans that create those pages for them. However, it is not unlikely that an entrepreneur will use Pages to market themselves. It is a great advertising tool.

it's really easy.
go to any page on facebook, scroll down to the bottom and there will be a link that says something like "make your own page"
it's really straightforward from then.
