How do I block a friend from liking my facebook pictures?

Block the user. Go to their profile and near the right hand top corner, underneath their image is a picture of a gear. Click that, and from the drop down menu, choose "block/report".

By privacy setting option make the picture only me.

Just block the user. You don't have to do anything else.
