How do I send a tweet on twitter?

I think I keep tweeting myself. I put the @ symbol before the name of the person I'm tweeting and that and the message in the What's happening box on my home page but It doesn't go to that person, it always come back to me. What I am doing wrong?

How to Send a Tweet on Twitter

Step 1
