im 16 and my boyfriend is 17, i have been with him for over a year now, and yesterday i was playing on the games on his pone and he was there with me, i noticed he had a notification on a facebook application, me and my boyfriend do not have facebook to save arguments and none of us want it anyway, but when i clcked on the apllication he must have been signed into one of his friends accounts and was looking at pictures of girls that went to our school in the year below him, should i ask him why he was doing this? its really bothering me

Well, obviously he's lying to you about using Facebook. Personally, I think that's a silly rule that you both came up with - but hey, it's your relationship rule and if you both agreed to it then you should stick to it. Since he agreed to it, then you could certainly mention that you saw the app. You may be accused of snooping - but then he's also breaking the "rules" too. Why is he looking at pictures of other girls? Who knows - maybe he was looking something up, maybe he's interested in one of them, maybe he's just browsing. Unless you really think he's hiding something or you've got a strong reason to suspect something, just assume he's curious. If he's contacting all these girls on Facebook and having long drawn-out conversations... well then that's something else.
