I'm honestly not answering your question at all but I just have a little problem with part of your question. The military is largely inefficient, but the phrase "hurry up and wait" doesn't apply to specifically our military but military in general. It's not an issue of efficiency, it's an issue of preparedness.

...Yes there is ! ...it's the "program" that ALL of the Congress has that takes care of (their) Health Care and Political retirement ! ...for those (select) individuals... it works absolutely perfectly ! (complete FREE Health Care and retirement after (1) term in Office !) ...what a Country !
