Yes. But he's following a LOT of fans so his timeline will probably be spammed with a lot of fans tweets so he may not see your tweets.
But if he was following you, you would have a better chance of him seeing your tweets than if he wasn't following you.

Yes. If you follow someone on Twitter do you see their tweets? Every person a celebrity is following they do see their tweets on their time line but if they have several followers it is hard for them to see each and every tweet. Whenever Justin Bieber tweets half of the people that are following him send him tweets and some people spam him which makes it hard for others to get noticed but that's why Justin Bieber 'creeps'. He has said once on Twitter that he searches through fan pages and they don't even know it lol. When he creeps he follows, looks on random fan pages and through their pictures when they don't know it. He will creep by not tweeting anything on Twitter so people won't know that hes online. He probably just wonders what his fans talk about when hes not online lol. So he could be creeping on your Twitter page for all you know
