If you were to tweet a user on Twitter you should always put a "@" before their username such as for example "Hi @MileyCyrus how are you?". Before tweeting a user you have to make sure that they have a Twitter account first and how you know if they have a Twitter account is by searching their name in the "Search..." box in the top right corner. If you were to search for celebrities on Twitter you would know if that certain celebrity is that real celebrity if they have a Verified Account. You can see if a celebrity has a Verified Account by seeing if they have a light blue circle with a white check mark next to their name. Verified Accounts are only given to celebrities on Twitter so that their fans have easy access to find them. If you were to tweet celebrities using "@" along with their username your tweet will be sent to their mentions. There are celebrities that tweet, follow, message and retweet their fans on Twitter such as Justin Bieber, Britney Spears, Lady Gaga, Demi Lovato and more but it takes time. There are fans that get noticed by celebrities by tweeting them one tweet and there are fans that get noticed by celebrities by tweeting them 200 times a day. A celebrity cannot message you on Twitter unless they were following you but they can tweet and retweet you if they are not following you. You would be able to tell if that certain celebrity was following you on Twitter if you were to go on their Twitter page and next to their username it would say "FOLLOWS YOU". You can also see if a celebrity follows you if they were to be in your "Followers" list. Twitter may be confusing to you if you just started using it but you should be used to it in no time.
