do people know if your following them if there tweets arent protected / NOT private?

do they still get the little message on the right to the screen that says "NEW FOLLOWER REQUEST" or something ?

They will get an email update informing them if someone starts to follow them. They can also see all their followers at any given time by clicking on the Followers tab on their home page.
