The first is true liberal and the second is socialist. True liberalism is by necessity democratic or anarchistic. Socialism can be in any political form from oligarchy (which includes the common fascist form of socialism -- yes fascism, contrary to claims from liars of other socialist forms trying to divorce them, is socialist not capitalist) to anarchic socialism.

The anarchic and democratic varieties were common among the Calvinist Protestant sects who were among the first permanent European settlers here in North America. Some were outright communist (but not the Marxist variety that came centuries later). Quakers don't even have preachers over them and some of them adopted anarchic communism, Marx's ultimate ideal that has never been sustained by his followers.

True liberalism advocates: individual freedom, weak government, and free markets. Conservatism advocates: moral responsibility, strong government, and protected markets. Progressives advocate: social concern, omniscient government, and controlled markets. Socialism advocates: social responsibility, omnipresent government, and collective markets.
