I once saw a company that was a private plumber truck clearly filling their water tank with a city hydrant hooked up to it. Is this legal? Ethical? Stealing from the city it works in?

Anyone can rent a meter to do just this. They hook a meter to the outlet of the hydrant and then use it, when they return the meter they pay for the water used.
Companies that need it all the time can buy meters and then once a month they pay based on the meter. If they do it without the meter, then it's stealing unless they are contracted by the city. |

In some States "Rain Water" is owned by the Goverment. You need a permit to collect Rain Water.
