On Twitter, you can either send them a message while you're publicly updating (eg. "@Skunk_munchies your plugging yourself!!") or you can click on "direct messages" which is in the menu to the righthand side of the page. You can only send a direct message to people who are following you by either clicking:
the "message" link on the profile page
the reply icon attached to messages in your direct message inbox
the drop down box on the direct message inbox page
the status update box using the direct message command: d + username + message (eg. "d skunk_munchies stop plugging yourself while answering a question")
