Twitter mentioning question?

Ok I'm brand new to Twitter. But it seems to be the only way of contacting one of my friends, since his phone doesn't work, and his email doesn't receive anything. Does he have to be following me to see my mention? Or can he see it without that? Twitter's help page wasn't very clear on this.

No, he doesn't have to follow you in order to see your message, as long as you have included @Hisusername in your message, he will get it.

If you click on the @Yourusername below where it says 'Home' (on the right side of Twitter) you will see all messages directed at you. If he clicks on the same thing on his account, he can see all messages directed at him.
