how do I change facebook layout and back round color?

I just made the switch from myspace to facebook, but have no clue how to change layout. I even tried installing Rampage and some other application, but it only appears in a small window under my picture, I do I cover the whole screen for everyone that visit my page does. I know myspace allows you to do this, so I'm guessing facebook does to.

As far as I know, you can not change the page with graphics, etc. The blue and white option is all that is available.
