If I'm not following someone on twitter can they still send me tweets or messages?

Will I see them? For example, if they're following me, and try and respond to me about something I said, will I see it if I'm not following them?
What I mean is....say I'm following a celebrity and they obviously aren't following me. If I send them a message, like where you can respond to them, or send them a direct message, will they get it?

If you are not following any one then you can't get their feeds..
And whoever is following you will be able to get your feeds..!!

you can send and receive @replies regardless if you're following the person or the person is following you. the message will go to the @mentions page.

for you to send direct messages, the person must be following you.
