you can not send them a direct message, but you can do the @ thing to them! they will see it as long as you do NOT have your tweets locked or whatever they call it. if your tweets are on private (or locked) then they will not see it.

the only way is to use @reply.
E.g if the person you want to message is called Bob12, you must put @Bob12 before your message to him.
This will appear in their @replies.
You cannot direct message someone unless they are following you.
