First, check if they follow fans. If they follow thousands you have a good chance. If the follow like 30, they probably won't.
Tweet them whenever they are online as much as possible so they will see your tweets and make the tweets unique, so they are more likely to notice them.
Tweet some fans that the celebrity follows on Twitter, asking them to help you tweet them as their tweets will appear on your timeline. The celebrity will be more likely to see it.
Sending them fan mail could do it (worked for me), asking them to follow you.
