Twitter........help please?

If someone is not following you can you still talk to them,I asked someone on twitter a question but they don't follow me,so can they still see what I sent them and can they respond...sorry its kind of confusing. Thanks

You can only direct message people who are following you.
If you mention them in a tweet then yes they can respond but if it's a celebrity they probably won't(;
