Unless you are going to define "social cost", it's a meaningless expression. The reason is, because "society" is not a decision-making entity, and the State is less representative of society than the market is.

The inequity aversion of carbon is related to climate change in a number of ways.

Firstly there is no evidence of catastrophic man-made global warming, apart from computer models by vested interests funded by the State to the tune of 50 billion dollars so far. They still haven't been able to find the roof of the so-called greenhouse, so there entire theory is bogus. So it is inequitable that people should be dying for lack of food or basic needs, when States are stealing billions and spending it on their employees to produce fake models of non-existent global warming.

Secondly, when it became obvious that there is no problem of global warming, the vested interests sent emails to each other saying the lack of evidence is a "travesty" while they declared to the world that those daring to question them were lunatics and "denialists" - heretics against the new State religion. The dishonesty of these vested interests began calling it "climate change", as if that was somehow a problem when it's been going on for thousands of millions of years and no-one has ever denied it.

Thirdly, the inequity is made worse by the use of government institutions to indoctrinate and brainwash millions of young people into believing that the existence of the climate is some kind of justification for a doctrine of unlimited government power.

Unfortunately you appear to be one of those in the process of being brainwashed.
