If I am following a celebrity and I mention them using the @, do they read what i wrote even if they are not following me?

yep they doo, but if its someone who is quite famous then they may not reply as they are busy or something.

Yeah, they do. On the right hand side where it has your name e.g - @ilma_genie, if you click that you see other people's posts that mention yourself, or direct messages to yourself. So when the celebrities click on that themselves, they will see what you have written to them or what you have written about them.
