Can we send tweets to people who doesn't follow us if our twitter is set to private?

I was jsut wondering cause I set my profile to protect tweets just cause whenever I set to public i always get random/sexual people following me and I don't want that. But I follow a lot of celebs and when I send something to them I never get one back. The same happened with my friend who I follow but she doesn't follow me. She never reply my tweets so then I was just wondering.

If a celebrity is not following you(or anyone for that matter) they can't view the tweets you send them. And you can simply block people you don't know. If you and another person are both following eachother, you can both view eachothers tweets.
