If you ask a question on twitter, who can respond? only people you follow?

I asked a question once and someone complained that they couldn't answer it unless I followed them too. How can I do an informal survey of something and allow all my followers to respond?

If they do all respond, will that flood my twitter stream (and everyone will get everyone's response?)

No, you don't have to be following them. I sent a message to Joel Madden and he replied back and he's not following me. As long as it's not a direct message, and you are just tweeting them. The people who will see the message are anyone who is following you, and the people who are following the other person. Good luck!
