why on twitter does it not let me see some peoples updates?

That is because some people have opted to keep their profiles private and you can not see their updates until you request them and they approve you following them.
You too can set your profile to private mode anytime.

And regards to the device updates, you can fix that by going to the settings page and entering your phone number, and if the service is available for your country, then it sends updates to your mobile too.
