First you can apply for a green card:

Green Card (Permanent Residence)

Who is a Permanent Resident?

A permanent resident is someone who has been granted authorization to live and work in the United States on a permanent basis. As proof of that status, a person is granted a permanent resident card, commonly called a "green card." You can become a permanent resident several different ways. Most individuals are sponsored by a family member or employer in the United States. Other individuals may become permanent residents through refugee or asylee status or other humanitarian programs. In some cases, you may be eligible to file for yourself.

The steps to become a permanent resident are different for each category and will depend on if you are currently living inside or outside the United States. The main categories are listed below. More information is available in the links to the left.

* Green Card Through Family

* Green Card Through Refugee or Asylum Status

If you are unsure which immigration path best fits your particular situation, see the "Green Card Processes & Procedures" link to the left which includes:

If you are already a permanent resident, see the "After the Green Card Is Granted" link to the left for more information about renewing or replacing your green card, travel outside the United States, your rights and responsibilities as a permanent resident, conditional residency, and more.

And then apply for a SSN:

Application for a Social Security Card - Form SS-5-FS
Introduction

The “Application For A Social Security Card” (Form SS-5-FS) is the form to be completed if you have never had a number before or need a duplicate or corrected card. Use this form if you are living outside the United States or are applying for a number or card on behalf of a child who is living outside the United States. If you (or the child on whose behalf you are applying) is living outside the United States, we can assign a number or issue a duplicate or corrected card if you (or the child) are: (1) a United States citizen or (2) a noncitizen with current lawful, work-authorized immigration status.

Otherwise, we can assign a number or issue a duplicate or corrected card only if a Social Security number is required by law as a condition of receiving a federally-funded benefit to which you (or the child) have established entitlement.

How to Obtain the Form

Below you will find the SS-5-FS in Portable Document Format (PDF). To print the PDF version, you will need the Adobe Acrobat reader software. If you do not already have this special software, see our page on downloading and printing PDF documents.

After you download the Adobe Acrobat Reader, come back to this page and download the PDF version of the SS-5-FS:

SSA forms must be printed on 8 1/2" x 11" white paper. You must print the form with blue or black ink to be acceptable to SSA.

NOTE: if you live abroad, and cannot obtain 8.5 x 11 paper, the use of A4 size paper (8.25 x 11.7) is the only acceptable alternative.

How to Complete the Form
Complete the SS-5-FS following the instructions on the form. Also see the form for the evidence you will need.

Where to Send the Form

Finally, you should take or mail the completed form with the required original documents or copies certified by the custodian of the record to the nearest U.S. Social Security office, U.S. Embassy or consulate, or if you live in the Philippines, to the Veterans Affairs Regional Office in Manila. If you are a U.S. military dependent or a U.S. citizen working on a U.S. military post, you may also go to the Post Adjutant or Personnel Office. These offices can copy and certify your records so that you do not have to send original documents through the mail. Do NOT mail original documents to the Social Security Administration in Baltimore, Maryland.

Your Social Security card will be mailed to you from the United States.

Some of the numbers are just fake. When the employer begins paying tax on the employee, the Social Security Administration just sends back a letter saying that the number can't be located and that the employer should correct it. They don't stop collecting the taxes or even really do a major investigation because sometimes people just write down their numbers wrong. Sometimes the numbers belong to other people, or dead people.

Usually Americans citizens sells them their card. I know some that did sold their social security to an illegal immigrant for $5,000. In addition, the illegal work with it and the American was able to file income tax returns with it. So I tell you there are also citizens involve in this crimes.

In addition, many illegal immigrants also purchase legal papers from Puerto Ricans so they can used them here in the US, since Puerto Rico is a US territory they have legal rights to work here.
