Does a person on Twitter have to follow you in order to re-tweet ?

I have a Twitter. I just not that new to it,and i'm really confused.and if like example: @user is not following @user and @user#2 mentioned @user#2 does @user#2 see it ? If you didn't get just answer the main one. Thanks

No. Any person can retweet any tweet on Twitter to his/her followers.

However, if your profile is set to private, they won't be able to see the tweet in the first place, so they must follow you beforehand. Sorry I didn't understand your example.
