Why do people use hash tags?

I think that people use them on twitter for a topic or some sort, but I see it on facebook and other social websites. I think its already stupid enough, but why even bother putting it on a different website? Sorry, if i worded this weird D:

I understand. On Twitter the hashtag turns blue and it's a link to see if other people used the same one. It's extremely annoying when people use them on Facebook. There's no point, that I see, of using them anywhere else but Twitter.
