How do I update Twitter via text message?
Does the phone have to have internet access, or is there a way to text an update? If so, how do I do that?

no it does not - it also works via texting (SMS) too. But it also depends on who your cellular provider is. In the U.S. are the following providers supported by twitter:
AT&T
Verizon
Sprint
Nextel
Boost
T-Mobile
Alltel
Dobson/ Cellular One
Cincinnati Bell
US Cellular
Virgin Mobile
