Am I supposed to dial hash tags to enter to win prizes, to join a club, or get more information.?

I keep seeing words with '#' in front of them & understand it's called a "hash tag". I also hear people saying "hash tag" then a word or phrase. Is dialing #AtTheBarWootWoot like dial *1616 or some other number ?

You are not supposed to dial hash tags.

Hash tags is a way to make things easier to find on the internet. On twitter or instagram, you can post something about your cat. At the end you put #cat. If you search for #cat, you will get all the other posts that people have posted about cats.
