How to talk to people on twitter?
How do i talk to others on twitter?
I know you have to put the @ sign and the name after that. but does the other person have to be following you as well? and does that change for celebrity's?

They don't have to be following to get your tweet at them but do for a message in their inbox. Celebs will talk back with you sometimes.
