Can you use Twitter on your cell phone without the data plan?

yes but you will have to pay for the amount of data you use.... Cheaper to have a data plan. Otherwise just don't use it.

Yeah !!! I use it all the time ! and i dont have internet. Fist you go on your computer and log into your twitter account click on settings and then click devices. Thier is Should ask you if you would like to activate your mobile phone. so after you that you can just send a message(about what you are doing) to twitter. its usually a code like 50505. something like that. if you need any help you can message me(: hope i helped!!
