How do you restore a Twitter account that has been deleted?
My Twitter account has been deleted by hackers, and I want to restore it.

You can't restore it once it's deleted.
Because when you're about to delete it, it says that the action is going to be permanent. And if you're sure you really want to delete it.
So I'd say you should open a new account.
