You might have to verify your email? I don't have any red numbers on mine...
And for the messaging,
You and the person you want to message, have to follow each other.
If you don't mind everybody else seeing what you say to the other person, you can just @reply them. It automatically sends what you say to their "public inbox."
Like if you wanted to tweet... Miley Cyrus, lol.
You'd do this:
