How can I let people know about my website without paying lots for advertising?

I'd like to promote a new website http://www.atlium.org. This is a free community content site with a limited marketing budget. What are the best ways to let people know about it without spending a fortune on adwords or similar?

What I have learned from an online marketing teacher is to create a fan page on Facebook where you can connect with people that are interested in the topic. Personalize the page with updates about your business, but also a lot of personal updates that let people know you're a real person. As you build these relationships and make these connections, you have potential to be in contact with thousands of people that are interested in what you have to offer. Your site looks pretty neat.

As much as you might not like to hear this, I find the information on the website confusing.

A world compendium? Local events?

I think it's a good idea to straighten out the website before you start pulling people in.

Nowadays, advertising does not cost much if it is via the internet. Naturally, if you want to post your new website, you have got to look for classifieds and if you need free ones, go for free advertising sites. Some charge you from USD10 to USD100 depending on types of ads you wish to place. There are many free classified sites that ask for a reciprocal link as a condition to post your website for free. They do not charge you but ask this (reciprocal link) as a small condition in return. There are also online classifieds that do not ask for such condition as well as do not charge you any fees. They rely on sponsor's ads and of course hope that free users would upgrade to paid ads once you have confidence in them. In short, you don't really need to pay lots of money for advertising.
