You get people to follow/join by providing a useful service that they desire or demand. If what you are offering is not what they want, they won't join. Assuming that you offer something that is in demand, next try to submit your site to various reviewers or bloggers and ask them for criticism and or an online review. Use the criticism to improve the site, and of course, if you get a good review, people will read the review and want to join. Once people start joining, assuming that this is a social network type of site, they will ask their friends to join (networking is no fun alone).

Another way is to target a specific audience (i.e., cheerleaders or accountants or whatever) and then start looking for places that these people go online. Do some marketing at those sites and again, once people join, they will help spread the word.

Finally, advertisers will not place ads on your site (and pay for them) unless you have significant traffic to your site, so getting people to join the site is paramount. Expect to lose money to start since you are competing against FaceBook and Google+ and LinkedIn, etc. (all of which have significant traffic and are bigger than you).

If you have followers in social networks like Facebook, you can start promoting your new site there. Create a fan page and tell them what you are doing, provide valuable information or content on your site. Do abit of SEO to make your site more visible on search engines. When you have enough traffic, you can now decide to look for advertisers.
