how do i make the settings on my twitter account so that i need to say that peoples following request is ok. Like when you try to follow someone and it says pending approval. how do i change the settings so i need to approve people before they can follow me?

I think you mean to protect your account
No one can see your tweets other than followers and they can send a request to become a follower
