Post your own stuff and use tags. They will come eventually if you have a quality blog, clean theme, no ads, and it is nice to look at.

Comment and reply to posts,
Put lots of interesting things on there,
Add other pages such as a bio and a question asking page,
Link it to other services like twitter, Facebook, Hotmail, Formspring, etc.
Add loads of tags to your posts about nearly everything in the post,
Get your friends to join and reblog each other's,
Submit a post on to a blog with lots of followers, and add your name at the bottom with a link to your blog. If it's accepted, then you might get more promotion.
Follow people who follow back, if you know any!
