Where would i find a template for a password-protected mermbers-only website?
Im looking for a website with a similar setup as facebook. I want an intro screen with a login with the option to create an account. Then, the member may only access the site when logged in. It needs to be secure, and have a session timer of 30 mins. before automatically logging out.

Where would I purchase such a website, or what would I need to create one?

Well if you have Steam i can give u a whole bunch but heres some.

Numbers to avoid:

To find a password you should pick the letters: zx,numbers 4567890
use special characters like %^&*()_+
my website admin is a 74 character password that is simply secured in my files in a notepad.
example:
z765988x)557(^%*;';*]*.5&3#5%#%)_+;[po*&$
that was my old site password

MS Office Live is an option – there isn’t a membership registration feature, but you can create password protected pages on your website for different users.

Your way of asking the question tells me that your skills at web development are rather limited, and, hence, that a site such as you want to develop is, most likey, way above your head...
You can certainly try yourself, but your chances of success are seriously compromised, right at the start.
You would be better off asking a professional to develop it for you, but expect to pay the price!
You ask what you would need:
- A domain,
- A server (preferably a LAMP server)
- A good graphic program, such as Photoshop
- Good artisitic skills
- Good marketing skills
- Coding skills and experience: HTML, CSS, javascript, php, mysql, ajax. This is the hard part. You can learn HTML in a couple of weeks, but mastering Php can take you years...
