On twitter if someone isn't following you but you are following them,can they see things that you send them? Just wondering.

They can see if you send them an @ reply (example: @yournamehere), but not Direct Messages.
In fact you can't even send someone a direct message if both of you aren't following each other.

So @ replies - YES.
