I am writing a report on education institute marketing plan, Can anyone help?

if a education institute plans to offer new courses, what kind of marketing strategy should they go for, how to target the population for sampling?
It can be on any subject but have to be an institution.

They should do marketing by putting ads in Facebook which you can filter age, country, interest, sex etc form their target. They can also use affiliate program to give commissions for bringing them customer or use any tools to promote.
