Why I cannot answer a question and change my profile picture?

This site is really annoys me, since I lost my old account, and have to make a new one, because nothing had worked for get it back.

Since I made a new one, I couldn't upload a picture. The site neither tells me, I have to publish it, but even if I do it I only can attach it to a website or not to use a picture. And I do NOT want to attach it to facebook, twitter or whatever.
I made this to answer for my answerers in my old question, but I couldn't write anything! Like it's don't have an option to answer to the answerers or just answer to the question!

Why is that? PLEASE HELP!

You can not have a picture or avatar with a hidden profile.

Your Profile is Hidden to make your avatar visible go here http://pulse.yahoo.com/y/settings click Manage Privacy Settings.
Move the second tab so it says Your profile is currently visible.

Go here , http://profile.yahoo.com top center put the arrow on your avatar, click change picture.
From there you can upload a image from your computer or import a picture from facebook. When finished click submit on the next page.

If you want a custom avatar go to one of these sites and make a custom avatar, save it to your computer and upload it as a picture.
