No one knows ALL PHP.

If they say they do, they are lying.

You need to know how the thing is going to work in plain english first, then start coding it a piece at a time.

If you don't know something, google (or yahoo) it or go to the documentation (http://www.php.net/manual/en/).

You will probably need some database skills and infrastructure for accounts, etc. Again, you don't need to know it all, just some and search the rest.

That being said, you'd better know more than NO PHP and *SQL.

No, you could probably do that with as little as 5-10 predefined PHP functions...

No, not really. I recommend that you check out http://buywebspacetoday.com/ for a beginner's guide to web hosting. Also see the list of recommended web hosts. All of these hosts bundle free website builders so you can build your own website easily. If you want something like Facebook or twitter membership website, you would need a content management system like Wordpress, Drupal, or Joomla. Fortunately, these web hosts also bundle Fantastico, a tool that allows you to do one-click installs of content management systems

You really probably know everything you need to know.

I'm working on a membership site and here's how I'm doing it:

1. Set up new site on new host and install WordPress.
2. Set up membership plugin.

That's it. I'm not sure which plugin I'm going to use - but I'm leaning toward Wishlist Member. Seems like the best plugin are about 100 bucks.

If you haven't set up a WordPress site yet, you can get an easy to follow guide here: http://createasitetonight.com
