on twitter i keep hearing " somebody should make me a timeline account" ... what is a timeline account?

They MAY be referring to Facebook's Timeline feature. But that sounds unlikely. Whatever it is - its not popular.

Facebook uses a new feature called 'Timeline', which is a way of displaying your profile. However, as a Facebook user, I can tell you that many people do not favor this "Timeline"....
