What comes before SEO but after making the website?
Is there something in between? Lets say you choose a domain name and stock the website with the niche products you are selling, prior to looking for paid SEO advice is there anything in between?

I recommend you do some keyword research first and also competitor analysis.
If you domain name and website are new then its not a good idea to start with highly competitive keywords but you do want to want to optimise for keywords with a reasonable search volume.
If you are going to pay someone for SEO I highly recommend that you take up some references and find out what they have done for other clients.

You need content cause content is king for SEO. Without excellent content, a website may as well be dead. If you want your website to be found by the right people and be indexed by search engines, make sure to fill it with quality content. Use keywords to make it more searchable, but avoid keyword stuffing. Search engines can now easily spot spam content and stuffing your content with too much keywords can be considered as spam.

If your site is there to get organic search traffic, you already build the site with a SEO plan in mind. This is especially the case for 'onsite' SEO. When your site is ready, you will start promoting the site and therefore build back links ('offsite' SEO). After some time, it's also a good idea to add more content (for example, few pages per month) to your site. There is nothing between, in case you plan things well from the very beginning...

In my opinion after the website is developed and before SEO there are some preparations to be done. I will suggest you to write quality content with a professional writer and add it in different inner pages according to your products and services etc. After that you can search for a professional SEO company or independent who can provide you the result oriented services. And after all you can do some keyword research too for your keywords globally or locally as per your requirement.

Great to see several replies. Indeed, afterwards your website development and above-mentioned to SEO, you do wish to get with the agreeable accounting for the site. This can again be adapted in accordance to SEO (if required), just by bond it up with the keywords.

A quick test would be to write down your sales process in simple steps and see how or if your website adds to the sales process. Let's take an example of a car dealership, the reason why I picked that one is that most times the sales has to take place offline in person. Their sales process might be something like this:

1: Potential clients comes in or phones up about a particular car.
2: After an initial chat with a salesperson may agree to test drive
3: Once returning from the test drive the fun starts with the valuation of their current car etc
