What can the police do about harassment? With adults on twitter and facebook?
My friend added this person who she got talking to on facebook and twitter my friend's twitter is also run by a friend. The friend who runs the twitter said that her facebook wasn't the other friends real one and now this girls getting evidence to go to the police? What should my friend do as she's worried of what can happen? With the police.

Being that you can stop "following" people on Twitter, and you can "de-friend" someone on Facebook, the cops won't do anything at all since she can't be bothered to do the simple steps first.

Besides, harassment is a serious charge - petty arguments on social networking sites are usually ignored by police unless there is some sort of actual threat.

So the friend worried about the police can relax.

By the way, your question is extremely difficult to follow. Perhaps you should consider using punctuation and full English sentences.

It's not illegal to impersonate someone (unless it's done for profit, or if it's of an officer).

The user can be blocked on both Twitter and Facebook. Check Privacy Settings on Facebook and you will see "Block Lists'. On Twitter click on Followers -> Actions -> Block Username.
