Does anyone know of a company that offers targeted marketing/ rebranding using ip addresses for online ad placement? There is a software that does this, but I cannot find any company that offers this service.

Not sure if you are asking about GEO IP targeting, I have seen some banner-media buy services that ofer it, I'm most familiar with Google Adwords which offers it and membership sites like Facebook and Plenty of Fish which offer more exact location info from the member profile info.

Geo IP targeting uses IP to location databases which are imperfect, there's no exact IP registry like zip codes, free location databases tend to be less reliable than the commercial ones.
